The winning bidder will have the opportunity to apply for a Retail Liquor Store Permit. A Retail Liquor Store Permit authorizes a qualifying business to sell beer, wine and spirits in closed containers for off-site consumption.

The winning bidder must apply to SLGA for a permit to establish a liquor store within the municipality or rural municipality for which the auction was held. The permit cannot be transferred to establish a liquor store in a different municipality, rural municipality or community.

The winning bidder must meet all Saskatchewan Liquor and Gaming Authority (SLGA) regulatory requirements to hold a retail liquor store permit.

Deposit (payable to McDougall Auctioneers):

A $5,000 (CAD) deposit is required to participate in the bidding process. Bidders must allow at least 24 hours for the registration process. To register and pay the deposit contact McDougall by phone at 306-757-1747 (Monday to Friday, 8 a.m. to 4:30 p.m.).

The $5,000 deposit is refunded to all unsuccessful bidders at the conclusion of the auction. The deposit is automatically applied to the winning bidder's purchase price at the conclusion of the auction. The winning bidder's deposit will not be refunded should they default at a later stage of the payment process.

Bidding:

Bidding for this permit begins April 15, 2024, and closes at 2:00 pm on April 24, 2024.

If a bid is received just prior to the auction closing, bidding will be extended by 10 minutes and bidding will close once there has been a 10-minute period of no bids.

Bidders Premium (payable to McDougall Auctioneers):

Within three (3) business days of the auction closing, the winning bidder will be required to pay a non-refundable bidder's premium (15 percent to a maximum of $1250 plus GST).

Payment of the winning bid (payable to SLGA):

- Within 30 days after the conclusion of the auction: 25% of the total bid amount must be paid.
- Within 12 months after the conclusion of the auction: an additional 50% of the total bid amount must be paid.
- At the earlier of 18 months from the conclusion of the auction, or the effective date of the new Retail Store Permit: the remaining 25% of the total bid must be paid.

The full bid amount must be paid before SLGA will issue the permit and the retail liquor store can open.

SLGA may offer the opportunity to the second highest bidder, at its discretion, if the winning bidder does not proceed.

Permit Application Process:

The winning bidder is to be the applicant for the permit. Within 18 months of the auction closing the winning bidder must:
- Apply to SLGA (Liquor Licensing Branch) and meet all the terms, conditions, and requirements to be issued a permit.
- Pay the applicable permit application fee and annual permit fee to SLGA.
- Pay the full bid amount to SLGA.
- Open a retail store in accordance with all applicable SLGA retail liquor store operating requirements and local zoning bylaws.



Any bid amount paid will be refunded if the winning bidder does not meet the good character requirements during the application process for the permit.
